Professor Harry Zavos’ Analysis of the Water Rate increase proposed by Bartell and Wells. The increase will to be considered by the Glendale City Council on 7/22/2014. Below is the email and documents submitted to Glendale City Council.
I’m sending this attachment to you that consists of documents that outline several Proposition 218 violations in the Bartel Wells cost of services analysis (COSA) along with my analysis of them. I included selected pages from the COSA upon which I based my analysis. I’ve previously supplied copies to the City and to Bartle Wells. I am supplying copies to you prior to the City Council passing on the COSA and the water rate ordinance it recommends. I want to be assured that city officials connected with the COSA have these documents well in advance of the city council’s deliberations.
While I made it clear I’m open to a response by the City that identifies any errors in my analysis, as of this email I have received none.
